Overview of Continuum of Care Funding

Who We Are ....

In the fall of 2000, the Denton and Lewisville Continuum of Care Committees were meeting separately, but both agreed that a joint plan would benefit the communities and their homeless population.  A joint Denton/Lewisville Continuum of Care exploratory committee began meeting in October 2000 with the charge of merging the two plans.  The exploratory committee identified common goals and gaps among the two Continuum of Care plans.

With the assistance of City staff, the Continuum of Care exploratory committee developed a joint plan between October 2000 and March 2001.  Both the Denton and Lewisville Continuum of Care Committees met individually and approved the joint plan.  In late March 2001, the full Denton/Lewisville Continuum of Care Committee met for the first time under a new revised plan.  The City of Denton and City of Lewisville City Councils adopted the new joint Continuum of Care plan in the spring of 2001.  Both communities submitted an amendment to their Consolidated Plans that included an identical Continuum of Care Plan.

In June 2001, the joint Continuum of Care member agencies formed the Denton County Homeless Coalition (D.C.H.C.) to address the needs of homeless and potentially homeless households and to ensure proper implementation of the Continuum of Care plan.  Agency representatives and residents from other parts of the county were invited to join the D.C.H.C.   The coalition adopted the Continuum of Care plan as its own and hopes to assist entitlement communities in the county to develop future CoC plans.

Because the current Continuum of Care plan is expected to remain in effect until 2005, the Denton County Homeless Coalition Steering Committee will review the plan on an ongoing basis.  The D.C.H.C. Steering Committee has identified baseline indicators to determine the level of services that were delivered prior to the implementation of the current plan.  The D.C.H.C. Steering Committee gathers data annually to determine progress in meeting plan objectives.  The D.C.H.C. is recognized as the local authority in development and implementation of the Continuum of Care plan.
